Approximately 10 former agents and their wives attended the FBI Holiday Party on December 11th at the Hilton El Conquistador. Janet Monroe, the new Special Agent in Charge of the Phoenix office, attended the party and many of us were fortunate to be able to meet her. I am certain that everyone enjoyed the party as much as Candace and I did.
Our roster of speakers for the remainder of the year is shaping up to be highly informative as well as entertaining. I again would like to express my appreciation to Ace Bushnell and Tom McGorray for their efforts in locating top-notch speakers.
We are very fortunate to have as speakers Henry C. and Margaret C. Kenski for the January 3rd meeting. Both of the Kenskis have Ph.D.s and are professionally involved in political analysis and polling and will provide background and insight into the recent election. The Kenskis have served as pollsters for a number of major political candidates. Hank Kenski is a professor at the University of Arizona, and his wife Margaret is owner of Arizona Opinion, a Tucson-based survey research firm. The adjoining biographical sketch of the Kenskis provides more detail on this very insightful and entertaining couple. I encourage you to bring your spouse to this extremely interesting and informative meeting.
The remainder of the meetings will have a law enforcement focus. ASAC ------------, who is responsible for the Tucson Resident Agency, will speak at the February 7th meeting. We expect to have Barbara LaWall, the Pima County Attorney, speak at our March meeting. I am sure you are aware of recent publicity concerning the County Attorneyıs office, and we can expect an interesting discussion. Finally, we are privileged that SAC Monroe, schedule permitting, will speak at our April meeting.

GREAT CHRISTMAS PARTY - the 2004 Tucson FBI Holiday Party was held at
the Hilton El Conquistador, 10,000 N. Oracle Rd in Oro Valley, on
Saturday, December 11, 2004. The Tucson Chapter had 20 members in
attendance and a great time was had by all.
SA JAY HARRISON - age 52, of the Tucson RAdied December 8, 2004 after a
courageous battle against melanoma. A funeral Mass was held at St
Francis de Sales church on Dec. 18,2004, and was attended by several
chapter members.
NEXT REGULAR MEETING - Members of the Tucson Chapter will meet on
Monday, January 3, 2005 for lunch at the HomeTown Buffet, Oracle and
River Rd at 11:30 AM. We will have two dynamite speakers, Hank and
Margaret Kenski. The ladies will enjoy Margaret's presentation very
much.

FBI RAPID TURNOVER - of top-level managers and highly trained
specialists since Sept. 11 is causing disorder within the FBI and
undercutting its efforts to meet the mandate of Congress to dramatically
expand its intelligence and counter-terrorism capabilities. Its new
intelligence arm, which is to form the core of a transformed FBI, is
losing dozens of analysts who are supposed to connect the dots to
protect the country from another terrorist attack. All four members of
the top management team announced by Director Robert S. Mueller III
shortly after the Sept. 11 attacks have left their jobs - as have their
successors. Some other officials have had three or even four jobs since
the attacks.
PHOENIX CHAPTER - The current officers will serve another year: Chairman
- Doug Hopkins, Vice-Chairman - Jose L. Carrera, Secretary - Reno
Walker, Treasurer - Kelly Sanderson.

THE ATLANTA CHAPTER - has planned its annual Christmas luncheon for
December 14, 2004. USMC Captain Jeff Barnes will join us to provide
information about the USMC's "Toys for Tots" program. We have requested
each member bring an unwrapped toy to be donated to the program. In
addition, for the past several months the chapter has been collecting
food for the HOT program to provide food to the troops in Iraq and
Afghanistan, as well as contributions to assist in the mailing packages.
ON DECEMBER 6 - FBI Director Robert Mueller met in Moscow with Russian
Prosecutor-General Vladimir Ustinov to discuss US and Russian efforts to
combat terrorism and crime, particularly in the area of intellectual
property.

ROBERT GEMBERLING (RIP) - There were tears in the eyes of some strong
men yesterday as friends of Bob Gemberling walked out of the chapel
where his life was honored. We've lost a lot. As most of us know, Bob
was the Dallas case agent on the John Kennedy assassination.

FBI AGENTS - saw military interrogators use abusive tactics on
prisoners at the naval base at Guantanamo Bay, Cuba. The account of
incidents in 2002 involving foreign terrorism suspects held at the base
was contained in a July letter from FBI counterterrorism official Thomas
Harrington, to Maj. Gen. Donald Ryder, the Army's provost marshal, and
was confirmed by Pentagon and Justice Department officials.
The FBI - continues to offer a reward of up to $100,000 for information
of significant relevance to the death of AUSA Jonathan Luna.

FIRST BUREAU CHRISTMAS - the xgboys listserv has received several
interesting post concerning members first Christmas in thew FBI. Where
were you on your first FBI Christmas?
"PRIVATE EYELASHES" - Library of Congress has chosen the non-fiction
book, "Private Eyelashes: Radio's Lady Detectives" to be recorded as a
Talking Book under their National Library Service (NLS) for the Blind
and Physically Disabled. A prominent Washington, DC actress, Nicola
Daval, was selected by the NLS to record the book, about female PI's.
PRESIDENT BUSH - With fellow Republicans blocking a sweeping overhaul of
U.S. spy agencies, President Bush issued orders for the CIA and the FBI
to strengthen their intelligence operations as recommended by the
commission that investigated the Sept. 11 attacks.
The orders, signed by Bush last week and made public by the White House
on Tuesday, call on the CIA to increase by 50 percent the number of
intelligence analysts and officers in the clandestine unit, which
recruits foreign spies and conducts covert operations overseas.
BONUSES - As part of an effort to strengthen anti-terrorism and
intelligence staffing at the FBI, Rep. Frank R. Wolf (R-Va.) is
sponsoring legislation that would allow the agency to offer bonuses to
hire and keep key employees. Wolf's legislation would give the director
the authority, in consultation with the Office of Personnel Management,
to provide retention and relocation bonuses to FBI employees who seem
likely to leave the agency or who are being transferred to a location
with a higher cost of living. A bonus could be as much as 50 percent of
an employee's basic pay. The legislation also would authorize the FBI
to pay salaries of as much as $175,500 to people in critical
intelligence positions.
TRILOGY - The FBI computer upgrade known as Trilogy escaped a budgetary
cap suggested by Senate appropriators when House and Senate lawmakers
earlier this month finalized an omnibus appropriations bill for fiscal
2005. But the conference report to the measure recommends that the FBI
commission another independent study of Trilogy to assess its progress.
Negotiators also suggested that the study establish a timeline for
completing the computer upgrade, a new estimate of deployment costs and
an outline of the benefits of making the FBI's Virtual Case File
available as soon as possible.
SOCIETY NATIONAL ELECTION RESULTS - VP Jerry L. Emmons is the new
President-Elect and will assume leadership of the Society at the New
Orleans Convention in 2005. Other newly elected National Officers are:
Lane M. Bonner, Jr., Secretary; Edmund V. Armento, Member-At-Large;
Johnnie L. Joyce, Jr., Southeast VP; Thomas J. Connolly, Florida VP;

H. ³Jay² HARRISON, Jr., (RIP)
Age 52, died December 8, 2004 after a courageous battle against melanoma. A Special Agent of the FBI, former Vermont State Trooper and U.S. Army veteran, Jay will be greatly missed by his wife, Susan; sister, Debbie; father, Joe; brothers-in-law, Alan and Rob; sister-in-law, Barbara; niece, Gillian; nephew, Matthew; mom and dad Via, countless friends and his beloved greyhounds Rocket and Rusty.
On December 4, Jay was awarded the FBI Star for bravery due to injuries sustained in the line of duty. A proud member of the FBI SWAT Team, Jay served as a firearms instructor at the time of his death.
A funeral Mass will be held at St. Francis De Sales on December 18 at 10:30 a.m. with burial to follow at Our Lady of the Desert in Tucson.

SPEAKERS IN JANUARY
It is the Tucson Chapterıs intent to double the pleasure of everyone who attends its first monthly X-FBI luncheon meeting of 2005 by presenting two speakers instead of the customary one. You wonıt want to miss this special event, scheduled for 11:30 a.m. Monday, Jan. 3, in the HomeTown Buffet on Oracle, just north of River.
Henry ³Hank² Kenski, Ph.D., a keen political analyst who addressed our group almost a year ago, will be back by popular demand, this time accompanied by his talented wife, Margaret Kenski, Ph.D., owner of Arizona Opinion, a Tucson-based survey research firm.
Joint appearances by the Kenskis invariably have led to lively, insightful and thought-provoking commentary, which means we should come away with a clearer view of the political picture for ı05 – and beyond – at local, state and national levels. Chapter members are encouraged to bring wives and other guests to hear this knowledgeable husband-and-wife team.
Both Hank and Margaret received their doctorates from Georgetown University. Currently, he serves as regional director in Southern Arizona for U.S. Senator Jon Kyl and is an associate professor in the Departments of Communication and Political Science at the University of Arizona. In addition to her extensive polling assignments in behalf of Arizona Opinion, she writes frequent, published articles on political behavior and public opinion.
During the past 20 years, Margaret has gained much experience as a political and marketing consultant, and has conducted numerous surveys on community needs and political-public issues for towns, cities and private organizations in Arizona and New Mexico. With her husband Hank, she has served as a pollster for the Arizona Republican Party, the late Congressman Mo Udall, Senator Kyl, Congressman Jim Kolbe, and former Governors Fife Symington and Jane Dee Hull.

Jana D. Monroe,
NEW SAC IN PHOENIX
Jana D. Monroe received a B.S. Degree in Criminology from California State University Long Beach and a Master's Degree in Public Administration from LaVerne University. She served as a probation officer for three years and a police officer for seven years prior to entering the FBI in 1985.
Ms. Monroe entered on duty with the FBI as a Special Agent in 1985, and upon completion of training, served in the FBI's Albuquerque, Tampa, and Washington, D.C. field offices. She was assigned to criminal reactive squads, investigating fugitives, kidnappings, extortions, bank robberies, homicides, and various property theft crimes. Following field assignments, she was assigned to FBI Headquarters Criminal Division and to the Behavioral Science Unit at the FBI Academy. Ms. Monroe worked in the Behavioral Science Unit, a part of the National Center for the Analysis of Violent Crime, for five years and has consulted in more than 850 violent crimes (including serial and mass homicides) throughout the United States, Canada, Australia, England, and the Netherlands.
From July 1995 to June 1999, she was assigned to the San Diego Division, where she was responsible for supervision of a White Collar Crime and Public Corruption squad and served as coordinator for the Hostage Negotiation Team and the Evidence Response Team (ERT).
In June 1999, Ms. Monroe was transferred to the Denver Division as ASAC with management responsibility for the Organized Crime, Drug, Violent Crime, White Collar Crime, Cybercrime and ERT and SWAT Programs.
In April 2002, Ms. Monroe was promoted to the Los Angeles Division as the Special Agent in Charge with management responsibility for Counterterrorism, Counterintelligence, White Collar Crime, the Santa Ana, Riverside, Victorville and Palm Springs Resident Agencies and the Rapid Deployment Team.

SIGIR
- JOBS
President Bush, on October 28, 2004, signed The Ronald W. Reagan National Defense Authorization Act for FY 2005 (P.L.108-375). The new law extended our mission and redesignated the Coalition Provisional Authority Office of Inspector General as the Special Inspector General for Iraq Reconstruction (SIGIR).
The SIGIR is immediately seeking experienced federal criminal investigators who have completed a federally recognized criminal investigative training course. Experience in fraud, corruption and contract fraud is desirable. Candidates must have or be able to obtain a security clearance and be able to qualify with issued 9mm semi-automatic pistol. Appointments are temporary Excepted Service positions. Basic salary range is at the GS-1811-12/1 to GS-1811-15/10 level. LEAP is not authorized although overtime is authorized. Currently SAs in Iraq average approximately 30 hours OT per week. The annuity of retired personnel is not affected by acceptance of this position. Individuals receive all benefits available to permanent federal employees; federal retirees, however, may not contribute to the Thrift Savings Plan. Currently, the anticipated rotation cycle for SAs is approximately 90 days in Baghdad, followed by 30 days in Washington DC for training and case work. While deployed in Iraq, SIGIR employees also receive 25% foreign post differential and 25% hazardous duty pay. No relocation expenses to Washington, D. C. or TDY reimbursement while SAs are in Washington, D. C is authorized. Meals, lodging and TDY incidental expenses authorized while deployed in Iraq and areas outside Washington, D. C.
